Steelers Free Agency Targets: Who Can Help Pittsburgh Compete in 2025?

The Pittsburgh Steelers enter the 2025 NFL offseason with multiple roster needs and $43.3 million in projected cap space, ranking 14th in the league. With key unrestricted free agents like Russell Wilson, Justin Fields, Najee Harris, Donte Jackson, and James Daniels, the front office faces crucial decisions on both retention and external additions.

In a fiercely competitive AFC North, every move will impact Pittsburgh’s ability to keep pace with division rivals.

Quarterback Dilemma: Russell Wilson or Justin Fields?

Steelers owner Art Rooney has made it clear—the team plans to keep one of Russell Wilson or Justin Fields as its starting quarterback in 2025. Wilson appears to have the edge, as Pittsburgh’s coaching staff has favored his experience and efficiency, even if public perception suggests otherwise.

While Wilson’s efficiency remained solid, his struggles against top defenses late in the season raised concerns. If Pittsburgh brings him back, he’ll earn a significant raise from his $1.2 million salary last season, though his free-agent market remains uncertain.

Fields, on the other hand, never fully gained the trust of Mike Tomlin and his coaching staff. With Wilson as the likely priority, Fields could be allowed to test free agency or become trade bait.

Running Back Uncertainty: Najee Harris or Jaylen Warren?

Pittsburgh’s decision to decline Najee Harris’ fifth-year option signals doubt about his long-term value. While he remains durable, his efficiency has been below average:

  • -30 RYOE over his rookie contract
  • Improved receiving efficiency and zero fumbles in 2024

With Donte Jackson and Cameron Sutton both hitting free agency, Pittsburgh must address its secondary after struggling against top-tier AFC quarterbacks.

Additionally, if the Steelers let Damontae Kazee walk, they may pursue a younger, more durable safety in free agency to bolster the back end of their defense.

Edge Rusher Depth: Preston Smith’s Future

After being acquired midseason from Green Bay, Preston Smith played around 20 snaps per game, recording 2 sacks and 2 QB knockdowns. However, he was a healthy scratch in Week 17 and during Pittsburgh’s playoff loss to Baltimore, making his $13.4 million non-guaranteed salary a likely cut candidate.

If Smith is released, Pittsburgh could target a veteran pass rusher on a team-friendly deal to add depth behind T.J. Watt and Alex Highsmith.

Linebacker Situation: Cole Holcomb’s Status

Cole Holcomb missed the entire 2024 season due to a severe knee injury. With Patrick Queen and Payton Wilson set to start in 2025, Holcomb’s $6 million cap hit may not be justifiable for a backup role.

Pittsburgh could seek a versatile veteran linebacker at a lower cost to add depth to the position.

Quarterback Depth: Exploring Backup Options

If the Steelers seek an experienced backup behind Wilson, Sam Darnold (27 years old) could be a viable target.

Alternatively, if Pittsburgh wants to develop a young quarterback for the future, Trey Lance (24 years old) could be a project worth investing in.

How Aggressive Will Pittsburgh Be in Free Agency?

With $43.3 million in cap space, the Steelers have financial flexibility. However, their historical preference has been to build through the draft rather than splurging on free agents.

This offseason presents critical choices—quarterback stability, offensive line reinforcements, defensive depth, and key free-agent decisions will shape Pittsburgh’s path forward.
